You can have 2 dogs at a residence within City limits. Having more than 2 dogs at a residence requires a special permit. Restrictions, fees, and exceptions are laid out in City Code 10-120 and 10-121, see ordinance in full  HERE.  

There is no limit to the number of cats you may have.
