Can a City Humane Officer ask my neighbor to keep their dogs inside?

Our Humane Officers cannot ask or require a person to keep their dogs inside their home unless the dogs have recently committed a bite that has been properly reported.
If a dog has committed a biting offense, it needs to be reported through metro non-emergency at 304-348-8111. A dog that has bitten will undergo a required 10-day quarantine.
Dogs are allowed to be outside of their homes at any time within their owners' property.
If there are other nuisance concerns (barking, excessive odor), as detailed in City Code 10-6, this may be reported to metro non-emergency at 304-348-8111.
