What are the rules related to chaining or tethering a dog?

City Code Sec. 10-4. - Tethering of Dogs states: "It is unlawful to attach chains or other tethers, restraints or implements directly to a dog without the proper use of a collar, harness, or other device designed for that purpose and designed to prevent injury to the animal." This code section, which can be read HERE, also outlines time and temperature thresholds. 

Information related to violations is also included: Violation of this section shall be a separate and distinct offense from the cruelty to animals provisions of section 10-3. Further, violations of this section shall be subject to the enforcement, adjudication and penalty provisions of section 10-5.
