Eligible activities under the CDBG program include the following:

• Acquisition of real property
• Disposition of real property
• Public facilities and improvements
• Clearance, demolition of property
• Public services
• Interim assistance
• Relocation
• Loss of rental income
• Housing services
• Acquisition, reconstruction, rehabilitation, or installation of distribution lines and facilities of privately-owned utilities
• Housing rehabilitation
• Commercial or industrial rehabilitation
• Removal of architectural barriers
• Code enforcement
• Historic preservation
• Special economic development
• Planning
• Fair Housing

CDBG funds may not be used to support the following:

• Activities outside the city of Charleston;
• General operating or administrative costs;
• Administrative salaries; only half of the salaries of direct service providers will be considered … an organization MUST show that the balance of the salary is covered by other funds;
• Computers for administrative staff;
• Religious activities;
• Political activities.
