Can a report of nuisance animal (such as barking dogs) or animal cruelty be made anonymously?

Yes, a person has the right to request to be anonymous.
However, in majority of cases, the Humane Officers will need the reporting party/witness to be able to provide a written or verbal statement and have said person available to testify in court. Without admissible evidence of the violation, including necessary testimony from the witness(es), the case cannot be prosecuted.
